‘A tale of two packages’

I have read with a lot of interest editorial titled “A tale of two packages” in Tuesday’s Business Recorder.

I agree with the newspaper that there is very small chance of the success of the Export Package announced by the government recently because of various reasons, including a delay in duty drawback where billions of rupees of exporters remain unpaid which, in turn, increases cost of production.

Had there been serious efforts to make the GSP Plus scheme a success, it would have been much effective for many items without any rebate and hassle of duty drawback, etc. It is for long period of time. I am of the opinion that most of our exporters are not aware of it. FPCCI and TDAP are least interested to promote it. Had they taken due interest, they would have set up a separate desk for its promotion but they seem more interested in rebate packages whose success is a big question mark.
