Compliance with PAC reports reviewed

ISLAMABAD: Subcom-mittee of Public Accounts Committee on Monitoring and Implementation on Thursday reviewed the compliance with PAC reports for years 1999-2000, 2000-01, 2004-05, 2005-06, 2006-07 and 2008-09 for Higher Education Commission (HEC) and Ministry of Planning and Development and Reforms (MoPDR).

MNA Rana Afzaal Hussain was convener of the committee. The committee sought notified rules and regulations of the National Logistic Cell (NLC) Board from the Ministry of Planning, Development and Reform and audit officials.

Secretary Ministry of Planning Shoaib Saddiqui said that the ministry in consultation with the audit officials has made compliance with the PAC’s directives in three days. Member Committee Mahmood Khan Achakzai congratulating the secretary over compliance with the PAC’s directives within three days said that this means that it is condemnable that the officials of the ministry did not compliance with the directives in last 16 years.

Responding to an audit objection of the NLC, the secretary said that the ministry had suggested of retiring outstanding dues to the government department out of NLC’s profit but no directive had been issued due to absence of profit sharing clause.

He said that the NLC Board had decided that the cell would not give payment out of profit of the NLC; however, it would work for the welfare of people. Achakzai said that it is negligence of the department regarding payment, as the PAC had given directive in 2012.

The committee has directed that a reference should be sent to the Ministry of Finance in this respect.
