ISLAMABAD/KARACHI: The federal cabinet Monday approved appointment of Nausheen Javaid Amjad as the new chairperson of the Federal Board of Revenue (FBR).

Sources told Business Recorder here on Monday that the cabinet had approved the summary of the Establishment Division by circulation among the members.

The Cabinet has also approved termination of the honorary/pro-bono appointment of Syed Muhammad Shabbar Zaidi as chairman FBR.

Till filing of this story, the FBR Headquarters has yet not received formal notification of the appointment of Nausheen Javaid Amjad as the new chairperson FBR.

Shabbar Zaidi has already informed high-ups that he will not resume duty as the FBR chairman.

Shabbar Zaidi had conveyed to the secretary Ministry of Finance that he would not be able to resume duty as the FBR chairman due to health issues.

According to the summary of the Establishment Division to the cabinet, chairman Federal Board of Revenue (FBR) is appointed by federal government in terms of Section 3(3) of the FBR Act, 2007.

The federal government has been defined as the “Federal Cabinet” vide Supreme Court of Pakistan judgement dated August 18, 2016 passed in Civil Appeal number 1428/2016 and 1436/2016.

Selection Committee for the selection of senior officers has unanimously recommended that Nausheen Javaid Amjad (BS-22/IRS) presently posted as member admin FBR, may be appointed/posted as chairperson FBR.

Syed Muhammad Shabbar Zaidi, chartered accountant, was appointed as chairman FBR for a period of two years, on honorary/pro bono basis; vide this division’s notification dated May 9, 2020.

In view of the above, Establishment Division proposes the following: Firstly, the honorary/pro bono appointment of Syed Muhammad Shabbar Zaidi as chairman FBR may be terminated with immediate effect.

Secondly, Nashueen Javaid Amjad (BS22/IRS), presently posted as member admin FBR may be transferred and appointed/posted as chairperson FBR with immediate effect.

Prime Minister as minister incharge for Establishment Division has seen and authorised placement of this summary before the Federal Cabinet for approval through circulation in terms of rule 17(I) (b) of the Rules of Business, 1973.

Needless to mention, Shabbar was on leave for an indefinite time period, whereas Nausheen Javaid a Grade-22 officer was handling all the affairs of FBR in his absence.Zaidi, a chartered accountant by profession, was appointed as Chairman FBR for a period of two years, on honoray/ pro bono basis in May 2019.

Speculations were strife as to who will replace Zaidi, just days ago, Business Recorder reported that Shabbar Zaidi will not resume duty as the FBR chairman.

Shabbar had conveyed to the secretary Ministry of Finance that he would not be able to resume duty as FBR chairman due to health issues. Shabbar Zaidi, however, has not confirmed tendering his resignation to the government.

In February, reports circulated regarding the resignation of Chairman FBR Shabbar Zaidi, suggesting that he has informed the top officials of his decision, after resigning from the post due to health problems. However, Zaidi later denied such reports saying that he has not resigned from the post of FBR Chairman and said that he cannot continue further work due to health problems, and has informed the top officials of the decision as well.
