Qaim reviews proposed bill

KARACHI: Sindh Chief Minister, Syed Qaim Ali Shah on Thursday said that legal mechanism is required to ensure access and standard education to each citizen.

He said that a committee with academic and legal experts has been constituted to propose the universities amendments bill carefully for the improvement, capacity building of the universities, teaching community and students to ensure quality of education in each public sector university.

This he stated while presiding over a meeting to review proposed universities amendment bill, held at the Chief Minister House here.

Sindh Minister for Education, Nisar Ahmed Khuhro, Provincial Minister for Parliamentary Affairs, Dr Sikandar Mendhro, Dr Azra Pechuho MNA, VC Ziauddin University Dr Asim Hussain, Sindh Secretary Law Parkash Lal Ambwani, Secretary to CM Sindh Rai Sikandar, Secretary Universities, Boards Riaz Memon and other officers attended the meeting and participated in discussion and deliberations.

Qaim was of the view that the government was fully funding the public sector universities for having qualitative education but the universities were unable because of want of legal mechanism there. He said that instead of funding the public sector universities, criticism about sub-standard education is being made on the government on one hand and students of the province are deprived of quality of education on the other hand.

The Chief Minister said that government is paying the teachers more as compared to private institutions but getting results below the standard.

He said that quality of education in the province was the main challenge not only to the government, but institutions and nation as well and we all must have to undertake tri-angle approach to standardise the education, he added.

Qaim Ali Shah asked the members of the committee to make universities and their academic, administrative bodies more viable with these powers and duties in such a way that the universities could be strengthened and be made capable to deliver quality education.

He said that proposed universities bill would be got approved from the cabinet before tabling it in the assembly.

The Chief Minister said that he was optimistic that by transfer of universities power to Government of Sindh and subsequent amendment of universities bill, the access and quality of education would be improved at large.

He said that campus management system (CMS) would be introduced to monitor the performances of the universities through modern technology.—APP
