ISLAMABAD: A parliamentary panel Friday recommended the government to increase the budget of National Commission on Human Development (NCHD), approve service rules and regularize its employees.

A subcommittee of the Senate Standing Committee on Problems of Less Developed Areas met with Rubina Irfan in the chair here on Friday to investigate the matter of grievances of the employees of NCHD focusing on less developed areas.

The committee was informed about the stay order taken by NCHD employees from the courts and instead of regular employees, appointment of contract employees on important position were discussed in details.

The convener of the committee observed that shoulder promotion of contract employees was wrong. The committee recommended for resolving the issues in consultation with the ministry, NCDH and other stakeholders. The officials informed that Establishment Division has approved the service rules while Finance Ministry would release required funds soon.

The chairperson NCHD said that there are 6,000 educational institutes. Honorarium for volunteers of feeder schools has been increased from Rs 2,500 per month to Rs 8,000 per month while it would be further increased in 2018.

The committee asked for presenting a detailed report about shoulder promotion as well as seniority list. It was further revealed that instead of grade-16, employees were being kept in grade-9 in Tharparker district. Furthermore, a non-Muslim in Umerkot vacated his house and gave to the school but he has not been given honorarium for the last six months. The commission officials informed that of the Rs 1.3 billion earmarked for NCHD, Rs 140 million have so far been released. Remaining funds would be released in coming months.
