KARACHI: The customs collectorates have reportedly cleared the consignments of adhesive PVC/UPVC/CPVC cements without collecting 5 percent Regulatory Duty (RD); it was learnt.

According to sources, the issue came on surface when the Model Customs Collectorate (MCC) Appraisement, West conducted post release verification of clearance data.

Moreover, sources said that it was observed during post release verification of clearance data that adhesive PVC/UPVC/CPVC cements were classified under PCT heading 3214.1030 and the same were cleared against 20 percent customs duty.

However, the adhesive PVC/UPVC/CPVC cements are correctly classifiable under PCT heading 3506.1000 and are subjected to clear against 20 percent customs duty along with 5 percent regulatory duty. Resultantly, the assessment of adhesive PVC/UPVC/CPVC cements on incorrect PCT heading has caused non-realization of government revenue.

Keeping the said in view, the Model Customs Collectorate (MCC) Appraisement West has sent letter to all other collectorates and informed about the issue.

The collectorate in its advisory stated that in order to ensure correct assessment and realization of government revenue, it was bring brought to the notice of all concerned that in future, the consignments of subject goods shall be classified under PCT heading 3506.1000 and also directed the field formation to remain vigilant and ensured that henceforth the goods were assessed correctly.
